When to start looking and LTV

My current fixed rate finishes at the end of October. I have just received a call from our original mortgage broker. Is it too early to start looking for and agreeing a new mortgage?

Also am I right in thinking that the LTV criteria is down to the mortgage providers discretion?
I had assumed that it was based on the valuation, however when we took our last mortgage it was based on the purchase price even though their valuation was higher.

    I would start to look now, things will only be worse in a few months time.

    The LTV is based on the valuation. Bear in mind on a remortgage the valuer works for the lender, so they will probably be conservative with the figures.
