endowment bought from solicitor

I Purchased My House In May 1988 Using An Endowment Mortgage. The Solicitor Who Did My Legal Work Also Set Up My Mortgage (nationwide) And Endowment Policy (scottish Amicable Now Prudential). I Have A Large Shortfall But I Am Unable To Claim Compensation Although I Was Advised That There Would Be Enough Money To Pay Off My Mortgage And Have Money Left Over. I Have Been Told By Fsa That Solicitors Were Not Regulated By Fsa Prior To August 1988. Has Anyone Else Experienced This And If So What Action Did You Take.
