Hireing out a caravan? How?

Hello!
My mum and dad have, well, an extra caravan, so to speak. It's in storage, tried selling but not getting the money it's worth. They would like to know how you go about hireing it out or renting, whichever, I've searched on the net but the results are sporadic and not really helpful. Does anyone know anything about it? Finding a site to rent it from and the costs and legal things etc. Any info would be appreciated!
