Woolworth's & Tesco's (large Extra stores) have lots of boy toys (cars, action hero figures) for a fiver or under. Easily buy a set of up to 10 cars for a fiver.0

Boots have some lovely wooden toys for little ones in their sale - they seem to be out of stock online but I managed to buy a couple in my local store. To give you an idea of what you might find for £4 see the links - I got the zig zag dog and it is amazing value.

I would go with books my grandson loved them at that age and 18mth later he still has a love for sharing books with us. A child can never have too many books especially the board books for this age.Nothing Changes if Nothing Changes0
