Hello All,
My friends partner died but they was not married, would she have to pay off all his
debts which where in his name such as, tax bill, credit cards, loans etc

No his debts (and assets) form his estate.
The first call is funeral expenses then anything left over would have to be shared pro rata with his debtors and anything left after that would be shared out either according to his will or the laws of intestacy.0
