HRP qualifying years question

Here goes for my first post
My wife has been looking after her 99yr old father since Nov 2005 and on April 3rd 08 reached her 60th birthday. She has no earned income so in Jan 08 she applied for HRP. We have only just received the reply saying:
Nov 05 to Apr 06....not a whole tax year so HRP doesnt apply
06/07..whole tax year so HRP credited
07/08..HRP doesnt apply as she reaches retirement ages 2 days before the end of the tax year, so again its not a whole tax year so no HRP!
She hasnt applied for her pension yet but I am wondering whether its correct that she only gets 1 HRP credit year for two & half years caring (which continues still).
If the above is correct then I guess my only option is to send in the £380 class3? for 05/06 but not 07/08 as she has reached 60 in that year so again not a full year. Does the above sound correct as one or two things I have seen on the internet makes me wonder if she can claim the 07/08 despte reaching 60

Yes unfortunately under the old rules (which will be the ones relevant to your wife as she has reached retirement age before April 2010), HRP is only granted for COMPLETE tax years.
The new scheme for those reaching retirement age after April 5th 2010 is much fairer.
I think yes you can pay for 05/06 (I have to pay this one too for my full pension!), but I'm not sure about the 07/08.
