as the saying goes, if you don't know what it is you don't need it.

A server is basically a computer without a monitor, managed remotely. Sites like this will be powered by several more powerful servers. If you have a webpage this will be powered by a server - your emails and internet will be processed by several servers.

What could you use a server for? You could use to store files, use it as a router etc etc...

So, if i had a website i could store it on this machine with a static IP?. I would have to leave it switched on 24/7. But if my internet ISP failed (went down), then my website would go down.

Yes - If you ISP provides you with a static IP then yes (you may have to pay for one, others may give you 16 free, depends on your ISP). If your Internet went down your website would go down.

You would need to install a server software (which can be obtained for free online (eg apache) and some come in easy install packages such as apache2triad)

And to make it easier for others buy a domain and point it to the IP or use a no-dns site to give you a free subdomain

As a side point some of the cheaper or bundled packages ISPs may actively block the ports required or in the terms and conditions exclude you from allowing you to run a server using your connection.
