Post Office Loan?

Does anyone know if the Post Office Loans are flexible? edited to add: Since posting this I've since discovered they are not however I can't change the subject title sorry!
So,
Im looking for a 15K flexible loan that will allow regular lump sums to be paid in. Is Egg's 9.9apr the best I can get?
My credit rating should be good to excellent,on electoral roll and been with my bank for 20+ years and never missed a payment on anything. No outstanding loans (mortgage excluded!)
