My Balcony & The Council Invoice for £3.5K!

Well i got home on Friday night and the contractors had completly ripped up my balcony (teh concrete slabs) and left polystyrene type slabs that sit under the concrete ones, which are filthy!!!
My cats, as you can imagine, have dirty little paws, and my flat is covered in little prints! No matter how much I clean.
I spoke to my boss today about, and the council/contractors havent told me works are to be carried out! Which is not right according to my boss.
I have come home today, and the balcony is still in the same mess (indicating the contractors havent come back!)...
This is the state of it:
(excuse one of my cats tails... little poser he is!! :rotfl: )
My boss is going to draft a letter after he has seen the recent pics etc.
