Student loans ~having a real problem

Firstly hello all just joined the site
Ive come here really to see if I can get any advice on a few matters, but the first is with SLC
My husband was at uni till 2001, he pays his student loan the old fashioned way by direct debit as he was at uni before the time when it became compulsory for them to come from wages.
Anyway in 2006 he deferred but SLC claim they never received the forms and he is landed with 2,600 in arrears and charges.
Now so far I sent them a credit agreement request back in feb, they sent something back that we couldnt read, it was badly photocopied so we asked for another one
its now been over 2 months and as far as Im aware makes the whole loan in default?
We also sent a subject access request and got the information but are still just looking through it.
Now this week my OH gets a shock when a payments gone from his wages of £47.
SLC basically said when he couldnt afford to pay that it was going to a DCA which it did, but it seems its gone back to SLC now.
Any ideas on whether legally they can take this money from his wages or could it be that the company he works for has made the mistake?
They have always maintained his loan is by DD not by wages due to when he attended. He wrote to them 2 weeks ago asking about the state of play and to clarify that the debt was in default but no reply.
If anyone can help please as they are taking £47 a week without notifying him which we cant really afford.
