flame failure device gas cooker

I need a new cooker as the oven on mine has given up. It is less than 2 years old.
I would like gas this time, instead of electric, but because I live in a block of 4 flats, I can only have one with this flame failure device. If I was just replacing an existing gas cooker then apparently the safety aspect wouldn't matter.
No shop has any for me to buy, in fact some haven't even heard of this new legislation, so any ideas of how to proceed?
