                    Does a house that has been used as three flats for over 20 years need planning permission and if it does it is "automatic"? Im thinking some kind of 'Established Use' here.

            I believe now to formalise things you apply for a 'Certificate of Lawful Use or Development'
 I think in your case a 10yr provable period is required and the cost of application is the same as a normal planning application. I think

 Be aware though that if you formalise things thru the Planning Dept you may also have to formalise the building thru the Building Inspectors and local Fire officer . If it's an old multi-occupancy dwelling you will have to bring it up to modern fire standards - ouch; that can be very expensive !!
