Council Tax -help -panic

Hi all,
I`m new to this forum and need some help urgently. I just got home from work and there is a summary warrant for my husband from a debt recovery company, regarding unpaid council tax from 1997/1998 for the total of £344.19. This is the first letter we have ever received about this and although we are sure that it was paid we do not have receipts, bank statements from eleven years ago, also copy bank statements may not be of any help as I usually paid cash at the council office prior to going DD, therefore I have no way at all of proving that it was paid.
Can they really pursue this debt after all this time when they have never been in touch before. I have phoned recovery company who are not interested and I have phoned council and spoken to a young girl who cannot help and says that the supervisor will be in tomorrow and then will be in touch by letter.
Please can anyone help as I am having palpitations.
