Unpaid compensation award

There is only a small amount involved here (83 Euros) but a principle is at stake.
In March 2007 (Last year) I made a claim aginst a local authority on Mallorca.
It took a whole year but they accepted my claim and asked for my bank details for payment which I gave them in February 2008. These details were passed to their "economic area" to but no payment has been made.
I have sent repeated reminders by email wothout success or even a reply except one which advised me to phone the "economic area".
This is not feasible because of the language problem.
Bearing in mind the small amount involved who can intercede for me? My MEP has failed to get replies.

Did you give them your International Bank Account Number (IBAN) and BIC? Without these they wouldn't have been able to make the payment.0
