    Ok, usually a liability order is done for council tax. If you owe money to council for your rates. The bailiffs dont usually use a locksmith for council tax though. Unless they have been in house before and made a list of your goods in the house. Thats called a walking possession. Have you let them in before now. A liability order is a similar thing to a warrant of execution. If you would prefer to send a PM then maybe we can get on the right track. I am not sure if Fermi is around, Fermi is the expert on things like this. I have been through it.

    The liability order is obtained form the magistrates court and states the amount of council tax owed and that it has not been paid.

    Once it has been obtained the LA can enforce the debt though, for example, attachments of earnings, bailffs.

    If bailiffs are used the LA should notify you of this at least 14 days in advance.

    Have you been notified of this?
    Have you tried to negotiate repayments with the local authority?

    If it is a debt accrued through a criminal matter the magistrates bailiffs would have more powers then a debt that would be via County Court i.e. CCJ’s.

    It’s hard to answer the question really without a scenario, do you have any more information or is it just out of interest?
