council tax banding

in Cutting tax
houses on my street are in council tax band b, a house was sold in 2000 for 44,500, my neighbours in exact same house as mine and one sold in 2000 bought their house new build in 1990 for 23000, we are wondering if we were all placed in the wrong band and how we can find out what band we should of been in and if we could reclaim any overcharges for any years we have lived here. most house pricing sites only go back to year 2000 so not having much luck on finding sale prices before then. hope someone can help.
