Can I do anything?

Hi All,
I had insurance for my Van and my partners car through Budget and the engine went on my van, I sold both car and van for a people carrier and went to try and get insurance through Budget for the new car, their quote came in £700 more per year for just the one car (compared to both van & car previously).
I compared other companies and got a quote £800 cheaper than theirs and obviously jumped on it. The only problem was that cancelling the two policies before their term i was presented with a massive £400 bill to which i was horrified. I explained that this was not acceptable as how could i possibly pay for a service that i was not recieving?
I cancelled their direct debits and refused to pay them, only they have reistated the dd and took a payment!
Is this allowed and if not what can i do? After all i tried to insure my vehicle with them but their quote was no way near resonable or competitive in the market place
