Credit Card Charges on house

I'm in debt to 10 credit card companies. How come 2 of them were able to put charges on our property? The others simply accepted a Debt Management Program where I worked out what I could afford to pay each month and pay each proportionately based on how much I owe.
Can charges be removed?
I’m hoping to Sell to Rent before filing for Bankruptcy but these charges are preventing me from having sufficient equity … catch22.
