A bicycle with close to rider handlebars

One of my arms is stuck at at 90 degree angle so I find it difficult to ride a bike. I am trying to find a bike that the handlebars will be as near to me as possible so that it is not so uncomfortable to ride a bike.
A chopper type bike would be ideal as I would need a bike that you can ride with both arms not straight.
Can anyone help please?

Also the kids used to chop off drop handle bars and turn them backwards.
You could also get bar ends too but I suppose you might need brakes? Perhaps have a look at hub brakes, peddle backwards to stop.0
