Cannot get a straight answer from Barclays!

Hi;
I arranged for a mortgage about 3 years ago. As things worked out, the property I wanted to buy was pulled from sale. I was told by Barclays (Woolich) that I had 30 days to 'use my arranged mortgage or lose it'. I paid near £800 to arrange it.
Does this constitute as a claimable bank charge?
Please advise.
