4 years is a long time so like you said It might not be someone that lived there. If its address fraud then they probably at some point were registered there. Especially if the loans/cards/overdrafts were substantial amounts.

Electoral registration only lasts for a finite amount of time upon which it needs to be renewed. If you dont CRA's and the local Council assume you have moved and take you off so the likelyhood of the address being a current target is tiny as most companies search the Electoral Register as proof of identity/residence.

Have you tried running a little search on 191.com for Births and Deaths under that name? Registering a dead persons identity at a new address and then opening new accounts is easy as the dead person would have had a ready made credit file for companies to view negating the need to wait and build a useable file and increase the risk of being caught.

Was the house ever unattended for a few months/years prior to your moving in? It might have happened then.

The only thing I can say is that none of this will affect your credit file as any information follows the person not the address. Only time it might affect you is if there was a CIFAS warning placed over the house and even then it would be a case of companies asking for more identification checks to make sure you are who you say you are.
