Newbie in need of advice please

I'm wondering if anyone can help. I have a credit card with HSBC at 17.9apr and a personal loan with Household Bank (owned by HSBC).
I was offered a bit of a consolidation type loan to get rid of my credit card debt and add to my existing loan. Which I took up 2 weeks ago, but having received my credit card bill yesterday and noticing that the APR on it is 17.9 not higher, like I thought - I've been done.
I was assured I would be offered a loan at a lower rate than my cc, and needed to reduce my outgoings slightly as was relying on my cc to live. But the loan rate (I wasn't told till last thing signing papers - after having been there over an hour already with 2 fed up, bored, hungary kids) of 27.9APR!!!!
I thought when I read it surely my cc isn't quite that high, but thought it was closer than 17.9 so decided for arguements sake and it making my life a bit easier I signed - and actually paying debts, not just maintaining and accrueing on minimum payments. Starting to regret it now!
Hope this makes sense, but is there anything I can do/argue to try and get loan APR down!

I've been following all debt saving tips and looking into energy suppliers next week through Quidco and doing piggyclicks. Also need to sell on ebay but never seem to do very well there. I want rid of debt!

    Is there any point calling to complain? I think my APR was soo high as I have a fairly low part time wage - so higher risk, despite not missing ANY payments and even paying lump sum off original loan (from my mum)
