Right this is going to be simple i know, but for the life of me i just can't remember how to do it.
The writing in my address bar is really tiny, i can hardly see it
as are the words
file edit view etc etc
how do i make these a bit bigger, i just can't remember

I've done that and the writing on our web page is fine
but the writing above it is so small i'ts hurting my eyes
and the panel at the bottom of the page the writing is so small0 -
You could change the resolution of you monitor so everything is larger.
Right click the desktop, choose Properties, and in the Settings Tab, reduce the resolution.
Or change some of the settings (including font size) on the Appearance tab.0 -

As Isofa has said, go to control panel - display - appearance - font size to change the font on the active window (changes file, edit, view and all of that.) Have a play with some of the other settings too, changing the theme also can change font and other ways the page is displayed.0

DControl Panel > Display > Settings > Advanced then change DPI setting from 96 to 120 and reboot, see what you think. It can have an adverse effect on some web pages though.0

Check access and mobility options - I know there are some options for the visually impaired that can make the icons, toolbars really big or really small, but not effect the resoltuion of the main graphics card.
