Am I entitled to council tax discount or exemption?

I work as a trainee teacher on the job, so get paid a salery. For my efforts on this one year course I will get a post graduate certificate in education, from Edge Hill University. I have a student card etc, so I am a student!
I have heard stories of people in other professions (who are getting paid big wages) who have been exempt or had discounts on council tax whilst they were doing their 'training'...also, on the job or even part time.
Tax office said I need a 'council tax exemption form' from university. University said I couldn't have one, as I am part time? But I work FULL time on this course... approx 70 hours a week! just not in university much...it's training on the job! I could really do with some useful advice.

A student exemption (class N) is only applicable if your university certify the course as F/T. The number of hrs you do will be irrelevent without the student certificate from the university.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
