remortgaging?

we're looking at remortgaging. 2 1/2 years ago, we took out a mortgage for 57000 and a secured loan for 10000 on a fixed rate. Now that has ended, RBS has offered us a 5yr fixed rate at 5.95% and suggested we roll the whole lot into the mortgage, and get rid of the secured loan.
the husband said he'd heard something on the radio that bank rates will be coming down soon. Is this right? should we hold off? is the RBS rate a good deal?
