Credit Report stuff

Hi All. (New to this, so please bare with.)
Basically, I just got turned down for an o2 phone contract. Nothing fancy, it's the one where they just give you the SIM card and if you want to cancel you only have to give them 30 days notice.
I'm very puzzled as to how I got turned down. I am employed full time, I am 20 years of age (and I know people younger than me with contract phones!! One of whom was claiming benefits at the time......)... I've never had a credit card or a loan or anything like that. I've been overdrawn ONCE by about a fiver so I don't see how that would contribute... I live with my parter and we are always up to date on our rent and bills. I am not financially connected to him in any way either. I was told it may be because of the address I live at as it may have a bad credit history associated with it. I've tried to contact Experian to have this sorted but I keep being told that the credit rating is based on ME and not my address. I can't even manage to get my credit report out of them as they cannot find my address on whatever database it is they're using!! I am completely confused!! (My partner also got turned down for a contract phone about a month ago but we thought this was because he had a small mishap with his credit rating about 3 years ago.) But still, I am not financially linked to him so that can't affect me, right? argh.. Confused.
HELP!

Are you registered on the Electoroll Roll, that may be why you can't get a credit report?0 -
No I'm not, though I am in the process of doing it. My mum also advised me of this. I'm guessing then I should wait and see what happens once I am on the Electoral Register?0
