Can my ex get a mortgage on his share of the house?

I am getting a divorce and our house is fully paid for and in the joint names of myself, my ex and my mother. My ex is threatening to take out a mortgage on his share of the house in order to clear debts. Can he take out a mortgage without my and my mothers permission? He is no longer living in the property and our divorce is not yet finalised. He has also made no contribution to the cost of the property; my mother signed over a third of the house to him approx 6 years ago. All help will be gratefully accepted. Thanks.

Two ways:
He forges your signatures;
