Simply choose your make/model of mobile and it will show you all the free downloads.
Its easier if your mobile can be connected to your PC via a USB cable then yiou can transfer the files and install them, All downloads are also free via WAP but the internet connection from your phone may cost money.
I just got; Pacman, sonic, tetris and saturn navigator and a cool 2pac theme for my sons phone!

But to save my money I use Vringo.com for free mobile phone ringtones and for themes i use some other sites. And i always looking for free stuff like this.
