Reassurance needed

I know no ones got all the answers, but just wanted to see if anyone had any thoughts on whether I've got an o.k. deal.
I am coming to the end of a two year deal with the Abbey - 0.4% above BoE. They have offered me a 5.75% for 5 years or 5.89% for 3 years on mortgage of £104,000. I did not want to tie myself in for 5 years as my sister has some money in the property and she may need to get some out before 5 years. Anyway, in the current climate does that sound like an o.k. deal. The papers have been sent out but I am still in the two week cooling off period.

Are these fixed rates, tracker rates or what?
I am interested because my tracker mortgage with Abbey, currently 0.13 below base rate, comes to an end later this year.
And I know the helpful brokers on this board who will no doubt be along shortly with need to know.
