Unfair council charge?

My nephew is a council tenant and has just discovered that he is paying 32p per week towards a "Neighbourhood Wardens" scheme. He was never consulted about it and wonders how this can be classed as part of his rent. He has never, to his knowledge, seen a warden in the area and does not know what their purpose is. His next-door neighbour, who owns his house, does not appear to pay anything. Can the council legally make a deduction like this on the pretext that it is part of his rent? It seems unfair that house owners do not have to pay what would appear to be an extra community levy from which all benefit.
