Should I have received this code number by now? I am a non taxpayer and turn 65 in November. Will I get the new £9030 allowance from 5 April or will I have to wait till the next tax year?

Do you normally get an annual tax code, if so you should have received 2008/09 by now. If you just have basic personal allowance as your code then you won't normally get one.
In answer to your 2nd point, you won't automatically get the age allowance. About 3 months before you turn 65 HMRC will issue a P161 pension enquiry form and ask details of your income to see of you are entitled to the age allowance including expected state pension. On the basis of the information on the P161 your code would be reviewed.0 -
Thanks for that. In response to your reply, I rang them and they said that they had sent me a code in January but I said I hadn't received it. They asked if I would like them to send the the P161 form now to speed things up, so i agreed, so should be sorted very soon. Thanks again.0
