    I'd take it back to PC World and show them. It may have a corrupted file somewhere. Even a reconditioned laptop should boot up properly!

    Take it back and ask if they can restore it to factory default.

    It sounds like the laptop is not set up correctly.

    Pressing F2 takes you into the BIOS set up menu.
    You could try this to get the laptop to boot up windows.
    1. Press F9 to set defaults.
    2. Press F10 to Save and Exit.
    If this does not work then contact PC World and let them guide you in getting the laptop up and running.

    Definately take it back - The sooner the better. Get them to sort it and return it to you in a useable condition.

    Nothing annoys me more than buying a computer that doesn't work. I had a similar experience only I bought mine of the web and had to wait nearly 2 weeks to get it back!
