Cheaper Council Tax Bill- Have I been paying too much?!

Hi
Just received my new council tax bill and got a shock- whilst thinking it would be more expensive, its actually cheaper!!! By a lot!
Now I am in a dilemma- Have I previously been paying too much and do I create a fuss, or do I keep quiet in case they up what I am now being asked to pay?!
For the last 6 months,on initially moving in, I paid approx 107 per month for a two-bed flat (and thinking my secure car park facility comes into play here)
Now I've been billed for 12months but at approx 89 per month. Both occurances are classed as band B-
I am VERY happy with the cheaper monthly payment but cannot work out why-I don't want to start asking questions and for them to decide they made a mistake this time around
What would you advice?!

find out how muh last years bill for whole year was then divide it by 365 days of the year times it by how many days you were there.
then do it for this year.
it will probably be because you only had so much time left to pay last years bill so it was higher.0 -
Normally you pay for 12 months in the first 10 months of the financial year - there are no payments to make in February and March if you've been paying council tax since April the previous year.
However, if you move part way through the year, you will still have the remaining proportion of the year to pay.
Your annual bill for 2008/09 is approx £890 (10 x £89)
Assuming the 5% typical increase this year, your previous year's bill was probably £847.
6 months is £423.50. They will have wanted this paid in full by end of January, so that would be over 4 months...
£423.50/4 = £106.
