Can the council legally overturn its own council tax appeal verdict 9 years later

Can anyone offer up an opinion of the legality of this.
When I moved into my house in 1999 I appealed against my council tax banding and was successful, as were a number of my neighbours.
In January of this year the council have moved us all up a band back to where we were in 1999, as if the appeals didn't even happen.
My question is that does that fact that I have made a previous appeal and had success with it hold any legal power against this rebanding, or can the council overturn its own appeals at any point, in this case 9 years later. The property was actually built in 1993.

The council haven't rebanded you - they act only under instructions from the Valuations Office. You would need to speak to the VO regarding their re-banding process and how they can retrospectively backdate the ammendments.
The Council can charge the Council tax due for any periods where the VO decide a property has been underbanded.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
