'Good Point' Council Tax Question

I'm pretty sure we are in the wrong banding for Council Tax. I have used the valuation calculator from Nationwide and yes, it appears we have been banded incorrectly, however....
I live on a relatively new housing estate (built 1997) and the only records the Land Registry has for HPI is only going back to 2000. It's strange because the previous owner bought the house in 2001 for £56,000, and said she bought it new. The estate was built a few years earlier,so would the banding be based on when it was built, or, when the first owner bought the property? Plus, how can the banding be assessed by what the property would have been worth in 1991, when it wasn't even built then?

The HPI only goes back to 2000 for me also (my proerty was built in the late 60s), so I assume that is far back as it goes for online display purposes.
Council Tax payments on all properties in England are based on their value at 1st April 1991 (this is estimated for properties built since April 1991). Quite how they estimate this, I don't know. Maybe they use the Nationwide website¿Alguien ha visto a mi nave espacial?
