Starting a premium call / text service

I've got a new business idea I'd like to explore and can do with some advice from fellow entrepreneurs and people.
Basically I want to setup a call or text service, but not something as expensive as a premium number - but either a text or call service that costs no more than 75p a text /call per minute.
I have also heard of reverse text numbers but heard OFCOM has banned these now, and the gap between 0871 and 0905 numbers are pretty large.
Any services people can recommend for starting my own text service or phone line service cheap?

As far as I know premium rate texts are still allowed although there's strict rules about how you run your business so make sure you're familiar with them.
I would recommend Itagg. Their site makes it quite easy to get a premium rate text system up and running IMO; I could probably set the basic system up in an afternoon. You need to buy a shortcode, do a bit of coding yourself, but they provide APIs, documentation, etc.
You can make about 55% from each text you send.
I was going to have a go myself but apart from charging people £1.50 a day for a horoscope or Christmas cracker quality jokes I couldn't think of any ideas...0
