you should be able to yes, explain your circumstance but as it will be for savings it shouldnt be a problem, after all they have been set up for people excluded from banking services for one reason or another. you probably wont be able to borrow til discharge and you clean up your credit file..but saving regularly shows you are more likely to pay any loan back.
They are not huge loans generally £100 - £20000 -
