NPI endowment should I cash it in

I have an NPI mortgage endowment policy that has 18 months to maturity.
This has not paid any bonus for about 4 years is it worth hanging on until maturity as it is already showing a 15% deficit in its projected value?

NPI is one of the weakest with profits funds there is. However, with 18 months to maturity the issue isnt the rate of return but the cost of surrender.I am an Independent Financial Adviser (IFA).
