how much tax should he be paying?

My partner is getting £25200 per year and take home £1563 a month. Does that sound about right? when they say you have to pay 22% does that include NI? Or is that everything? Cause if i've calculated right then he is paying just over 25% no?

25% is about right, 22% is without paying NI so once NI is paid it takes the deductions to more than that. You need to get the payslip and check the actual amount of tax deducted against the taxable amount
If you google online tax calculators you get this one: http://www.worksmart.org.uk/tools/tax_calc.php
The amount of take home looks approximately right for the salary.

Because Gordon Brown has changed the income tax bands from -
10%, 22% and 40% to 20% and 40%

Now that the 10% band is gone the low earners will pay more tax. And be worse off.
