Advice please. Council tax reply letter.

Please, is there somebody out there who has already been through this? I would really appreciate all & any help. Basically I sent a proposal to the valuations officer, stating that my home had not been used for a business since 1991 (although it is being billed as such), and that all our neighbours are either band b or c, and could our band please be lowered, e. Anyway, got a reply this morning which has made my heart sink, it says that we don't have a claim as any such should have been made by Nov 1993! My question is, how do I get over to them the fact that I had never thought to question our band until I read Martins article, neither did I know how to find out what neighbours were paying? I'm thinking that I only have one shot at getting this right, so as I said, all help greatfully received.
