Confused MSE fan over council tax banding for people who RENT council flats/houses!

Hello! I've been looking into the Council Tax Rebanding feature on the main page and have followed all the steps however I have come a bit stuck.
Firstly me and my Mum live in a council flat (A house with 3 floors converted into flats) and I do not know if the Rebanding is available to us? OR is it only available to people who own their home or flat.
Sorry if this is a dumb question but while going through the methods on the site I kept seeing the words 'home owners' and 'what did you pay for the property' and I have not seen anything for people who rent their flats or homes.
I'd be extremely grateful for any help! Thanks!

Rebanding is open to anyone who pays a council tax bill, so don't worry about renting. If you feel you have a valid case then go for it!
Just remember you're appealing to the VOA, not the councilPlease stay safe in the sun and learn the A-E of melanoma: A = asymmetry, B = irregular borders, C= different colours, D= diameter, larger than 6mm, E = evolving, is your mole changing? Most moles are not cancerous, any doubts, please check next time you visit your GP.
