Non domiciled impact of new law 2008

Hi,

I am living in the UK since 2000 and am a German passport holder. Ordinary resident, but non domiciled here for tax purpose.

I understand that from April 2008 onwards, I will be taxable on my non UK interest income and capital gains, even if I keep them outside the UK.

Paying the 30k annual would not be a feasable otion for me.

Would it be advisable to sell all profitable shares being currently held in Germany, Netherlands, US and offshore in order to avoid potenial tax next year? New tax year starts at 5th of April...?

What would be the best way to start a "share and stock isa" in the UK?

I have CFD accounts with Barclays and TD Waterhouse already. Would they be suitable as stock accounts? Or are there better accounts available?
I am looking to buy tracker funds with minimum initial cost and annual charges....Large cap UK, Euro stoxx or global tracker...

I have used the cash isa up to the max amount already.
