I think that comp was posted by snidely ( E 25/3 win a Mesh Elite GT Quad desktop PC it's an IWOOT comp) so this one must be different so we can enter:j

I would go with the answer as one - as it states:
"...These chips are effectively four processors in one..."
Therefore I would say it's just the one processor with the power of 4. But obviously it depends on how you read it as to how you answer it!

Its a good argumant, but as the question on the page isn't "How many processors does it have?" but "How many processors does the Intel Core 2 Quad combine on one chip?" and its a quad-core processor, I'd be confident answering four. (And I did, too).
