Illusive 75% off Tesco leaflets

I am bewildered regarding these leaflets... I live between two large Tesco stores and have popped in to each over the past few days and cannot find these leaflets anywhere.
Yet there are people selling them on Ebay..

So I emailed Tesco about the lack of leaflets in my local store, and had this reply

I am sorry that your local stores do not stock the special offer leaflets.

I can assure you all of our stores should receive them. Therefore I would advise you speak with the manager of the store and explain the situation and they will be able to explain the reason why you have not seen any for a while and also when more will be in store.

Again, I am sorry that this has happened.
