failing endowment

hi all
back in 1993 we took out an endowment with a company called Colonial Mutual, who have been bought out by Winterthur Life this is under achieving massively and i want to sell/surrender i have sought quotes from a few companies that buy policies but no body seems to be interested and i cannot get a quote could anyone tell me why? is it the companies involved?
a few details>>>>>
started 1/11/93
matures 1/11/2017
bonuses £2094
premium £117.65 monthly unchanging
death ben £53k
sum assured £18 179
with profits:confused:
surrender value £ 12228
is the industry not buying policies?
any info would be appreciated
the interest rate is 5.39 % fixed until 30/06/08
and best i can recall for the maturity, is best possible return is 31k a shortfall of 22k from a policy that should reach 53 k looking at other post it seems i have a real lemon here and nobody will buy can someone advise please?
