Is there any way to appeal?

I have written to my local valuations officer a few weeks as all of the flats on my street are in the band below me. My flat is in a house in which there is one other flat plus a two floor maisonette. The flat is in the band below me, but the maisonette and my flat are in the same band, despite the fact that the maisonette is twice the size of my flat and has a garden and parking (which i don't have).

I checked various other flats on my street and there are two houses directly opposite which each have four flats in (ie completely comparable to my property) and they are all in the band below me. My local valuations officer appears to have refused my appeal on the grounds of my 1991 valuation only. Is there any way to appeal again:confused: st this? It really doesn't seem fair...
