Writing a letter like that lets the debt collectors know that you are aware of the law and are not going to be paying.
With a bit of luck that will mean that they will move on to the next victim who may be frightened into making payments without being aware of their legal standing regarding their debt.
Some of the debt collectors who go after "time barred" debts can use very aggressive tactics, so a letter such as the one from National Debtline can help get them off your back.
Plus, if they should be foolish enough to take you to court regarding a debt like this, then having sent them the letter informing them of the status of the debt makes your defence a lot simpler to put forward.
