Southern Electric trying for a bill 2 years LATE!

Hi DFW - I have a question that Google has not been able to answer for me yet And I know one of you Wily foxes here will know what I should do...

My old housemate and I have just started to be chased for a Bill for some £140 from Southern Electric from our old rented house!
When we moved out, our letting Agents (Goadsby) wrote to all our utility suppliers on our behalf stating, basically, that we've moved out, the final meter reading was XXXX and all final bills/correspondence/statements etc... should be forwarded to our forwarding address.
Never heard a peep from Southern Electric (and I wasn't suprised as I had just paid a large bill).
Now, some TWO YEARS later, they have 'out of the blue' sent a very demanding letter to my old housemate threatening referral to debt collectors and court action etc... And this morning they called me! (and I made them, politely, wish they hadn't)
So my question, I guess, ultimately is ~ can they act this way? I think it's HIGHLY unreasonable for them to be contacting us TWO YEARS later for a final bill which they never even sent! I'm certainly not paying for something that I don't even know if I owe!
And in fact they actually said that the bill was for Sept 2006, and our letter from Goadsby actually confirms we moved out in JUNE 2006.
Is there not some consumer protection that states that bills must be sent in a timely manner?
Any advice on this one?

Just want to bump this for consideration as I think my thread got lost in the reams of more interesting threads from yesterday :S
Is a utility company allowed to press for a bill that a) they haven't even provided, and b) is from over two years ago - despite the letting agents confirming directly to them in writting our new forwarding address and final meter readings etc?
I think they're taking the *&^*& to be honest as how can they deam it fair to demand a bill from 2 years ago that isn't even justified/billed and equally un-budgetable now it's so long ago?!Then it comes to be that the soothing light at the end of your tunnel....
