Debt collection agency

Being new and reading alot of the posts I'm becoming more concious of spending and shrude with saving money.
I received another letter from Rossendales informing me that I've not paid them any money to which they are mis-informend as it is done by D/D weekly.
However on reading a previous Thread I saw abit about adding costs to you agreement which this debt agency has done.
The company hands it over to the debt collection agency then they add costs, is that allowed?
