Parking Ticket - shld I Appeal?

Harrow council has written to me today rejecting my excuse and demanding that I pay my ticket at the discounted rate of £30!!! I am gutted and angry ...
because I paid for my parking ticket - but somehow as I got out there must have been a gust of wind which blew it over and so the parking attendant 'could not see any appropriate ticket' when he walked past.
I was trying to stop my 4 year old running into the road when I shut the car door and clean forgot to look back..m'lud.
So I sent my ticket in but to no avail...
It is so frustrating I was law abiding but because Harrow is so mean not to put adhesive on their tickets - like our neighbouring council - this must happen all the time...a licence to print money.
So DFW's Do I pay the money now - or do I go to appeal and risk losing when the final amount will be an eye-watering £60!!!!:mad:
The choice is yours.....
Has anyone appealed..any advice...??

I definitely would appeal. Not the same, but years ago we parked on the road to go to a concert. When we returned 'no parking' signs had been placed on lamposts, and cones had been put everywhere. I was livid - sent in a stoppy letter and hey presto didn't have to pay a penny (hurrah!)
You have your ticket to prove that you had bought it, it will have the date and time on it so will coincide with the traffic warden's date and time and I don't think they will have any option but to back down.

My mum's council let her off as her ticket had fallen onto the floor of the car (even with adhesive). She had paid the ticket and they gave her the benefit of the doubt and let her off.0 -

There is another element to this story. The same thing happened to me about two years ago and they let me off that time. And say they can't possibly do the same this time.
But the principle is the same, I bought the ticket and because of last time I really carefully placed on the dashboard. But they are probably making up the rules as they go - bottom line - I am law abiding and I bought a ticket.
I sent my ticket into Harrow who have acknowledged it - and I have a photocopy.0 -

hello, prob not want u want to hear and i'm not recommending whether or not u should pay but parking regs don't just cover whether or not you buy ticket but also things like parking outside of the bays (I got caught out by that one even tho wasn't obstructing anyone), NOT DISPLAYING you parking ticket etc
that's how they make their money i'm afraid!
still, i wish i'd appealed against mine, Xmas eve I got it!

i work with someone who used to be a parking warden (i don't hold it against her) and she told me to always appeal tickets.0
